we live in an energy based economy, not a money based economy.
thus all money is a token of energy exchange, so increased spending won’t do anything unless there is energy in the system to back it up. So ultimately, everything in our industrial/commercial system is an energy problem
i suggest you read Prof David Mackay’s book: Renewable energy without the hot air (It’s free to download btw)
Prof Mackay was on a different intellectual planet to the rest of us (he died in 2015)
