They have no football infrastructure, yet are building 8 new stadiums. with up to 80000 seats — -and each seat has an aircon cool air outlet under it

the whole thing is costing $100 Bn

and…as a final headbanger, the concept is to have different commercial infrastructures in place ready for post oil/gas commerce and basic living.
